1: Preheat the oven to the temperature recommended on your tortilla chip package. 2: In a skillet, cook the ground beef until browned. Drain any excess fat. 3: Add taco seasoning and refried beans to the skillet with the beef and mix well. 4: In a separate saucepan, melt butter and stir in flour to create a roux. 5: Gradually add milk to the roux, whisking continuously until it thickens. 6: Stir in taco seasoning, spicy cheddar cheese, and white cheddar cheese until melted. 7: On a large sheet pan, spread out a layer of tortilla chips. 8: Top the chips with the beef and beans mixture, then pour the queso over the top. 9: Add the shredded cheese on top and optional pickled jalapeños. 10: Bake in the preheated oven until cheese is bubbly. 11: Remove from the oven, then top with red onion, Serrano peppers, tomatoes, avocados, crema or sour cream, and fresh cilantro before serving.
